Due to COVID-19, Nicholas Robinson, the Director General of Civil Aviation for Transport Canada, has allowed candidates to attempt a flight test prior to completing a written exam for the issuance of an Instrument Rating or any of the Initial Instructor Ratings. This is an exemption to the requirements of paragraph 421.14(4)(d) of Standard 421 – Flight Crew permits, Licences and Ratings, which states that an applicant for an Instrument or Instructor Rating flight test must have met the knowledge and experience requirements prior to a flight test.
The purpose of this exemption is to reduce the potential of person-to-person transmission in Canada from the pandemic. It applies to candidates that have met the conditions outlined from Transport Canada and is valid through January 15, 2021.
